The same capacity that builds indices of strategic dependence could buildindices of flourishing; the same sophistication that measures the vulnerabilityof supply chains could measure the freedoms that capacity enables. That choice isnot technical. It is political through and through – and it is being made, rightnow, in the antiseptic idiom of methodology.
